The Agency participated in a joint two-day event aimed at strengthening the field of health technology assessment
A joint seminar of the European Commission’s Technical Assistance and Information Exchange (TAIEX) instrument and the closing event of a project funded by the European Union through the Technical Support Instrument (TSI) took place in Vilnius. The event was dedicated to the implementation of the Health Technology Assessment (HTA) Regulation in Lithuania and to strengthening the capacities of the State Medicines Control Agency (SMCA).
🔹 During the TAIEX seminar, experts from the European Commission and the competent authorities of Latvia and Poland discussed:
challenges related to the implementation of the Health Technology Assessment Regulation in Latvia, Lithuania, and Poland;
aspects of aligning national and EU-level interests;
challenges associated with Lithuania’s participation in the Joint Clinical Assessment in the role of Co-assessor;
directions for strengthening the health technology assessment system and the next steps forward.
🔹 The TSI project closing event presented the results achieved and the lessons learned.
The Technical Support project was implemented at the Agency during 2024–2026. Throughout the project, technical assistance focused on strengthening the capacities of SMCA experts and inspectors, with particular emphasis on the field of health technology assessment, the development of the scientific advice system, and improving inspection skills related to biological, biotechnological, and advanced therapy medicinal products.
In the area of health technology assessment, the project aimed to enhance the Agency’s capacities. The main achievements include:
an assessment of the current HTA situation in Lithuania;
the development of a national methodology in this field by the end of 2024;
recommendations on establishing a reference cost-effectiveness threshold;
training sessions and consultations for national experts.
The project also helped optimize the workload of health technology assessors by providing recommendations on prioritizing application assessments and reducing the number of applications to be evaluated in cases where a health technology assessment is not required.
